From legal exclusion to continent-wide annihilation: how state, war, and collaboration made the Holocaust possible

The Holocaust was neither the natural eruption of abstract “hatred” nor a single event at Auschwitz. Nazi racism worked through civil servants, police, courts, firms, railways, and occupation authorities to define, dispossess, concentrate, deport, and kill. War brought millions of Jews under German control and opened space for mass shooting, starvation, gassing, and transnational deportation. Nazi Germany, its allies, satellites, and collaborators murdered about six million Jews; responsibility cannot be theologized into the victims' destiny.

1933–1939: manufacturing rightlessness through law and economy

After Hitler became chancellor in January 1933, the regime did not yet possess the entire killing process visible in retrospect, but racial antisemitism was central. Stormtroopers boycotted Jewish shops, civil-service law removed employees, and professions, schools, and local ordinances narrowed life. The Gestapo and camps first targeted political enemies while building coercion beyond ordinary courts. Bureaucrats used grandparents' religious records to define Jews racially, so victims could not escape classification by personal belief.

The 1935 Nuremberg Laws stripped Jews of Reich citizenship and banned so-called racial intermarriage; subsequent rules “Aryanized” businesses and property. During the November 1938 pogrom, synagogues burned, shops were wrecked, and about 26,000 Jewish men were sent to camps, after which the victims were fined. Terror aimed partly to force emigration, but visas, quotas, asset requirements, and economic crisis made flight difficult. Prewar expulsion policy was not identical to later murder, yet rightlessness and dispossession created an unprotected population.

Occupation, ghettos, and the killing turn of 1941

Germany's 1939 invasion of Poland placed about two million Polish Jews under its rule. Occupiers concentrated them in crowded ghettos, seized property, imposed forced labor, and restricted food and medicine. These were not simple continuations of medieval Jewish quarters but coercive spaces for isolation, plunder, and future disposition; starvation and disease killed many in Warsaw, Łódź, and elsewhere. Jewish councils were forced to administer registration, labor, and rations. Choices under radical coercion are not morally equivalent to the responsibility of German commanders.

After Germany invaded the Soviet Union in June 1941, SS and police Einsatzgruppen followed the army and, with military units, local police, and collaborators, expanded from shooting adult men to murdering women, children, and the elderly of whole communities. Open-air massacres such as Babi Yar show that the Final Solution did not begin in gas chambers. Romania also carried out mass killing and deportation in Bessarabia, Bukovina, and Transnistria. Participation varied by state and occupation zone and must be analyzed country by country.

03

Killing centers, transnational deportation, and victims' agency

From late 1941 into 1942, killing became further institutionalized. Chełmno used gas vans; Operation Reinhard built Bełżec, Sobibór, and Treblinka in occupied Poland primarily to kill on arrival; Auschwitz-Birkenau combined concentration, forced labor, and a killing center. The January 1942 Wannsee Conference did not first decide murder—shootings and gassing had begun—but coordinated ministries over definitions, continental deportation, labor selection, and annihilation. Railways, diplomats, occupation administrations, and firms made transnational murder work.

Victims did not merely wait. Families smuggled food, teachers ran underground schools, religious groups maintained prayer and festival, and archivists documented crimes. The 1943 Warsaw Ghetto uprising, revolts at Sobibór and Treblinka, partisan units, and escape networks resisted in different forms. Weapons, geography, family duties, and outside aid constrained action; victim dignity cannot be judged by armed resistance. Non-Jewish rescuers existed, but bystanding, denunciation, profit, collaboration, and rescue form a spectrum that a few heroes cannot use to absolve institutions.

By 1945 about six million Jews—roughly two-thirds of prewar European Jewry—had been murdered. Nazis also persecuted and killed Roma, disabled people, Polish and Soviet civilians, prisoners of war, homosexuals, and political opponents, but each policy and mechanism must be specified; comparison must not erase the anti-Jewish annihilation project. Liberation could not restore destroyed families and communities, and survivors faced illness, homelessness, continuing antisemitism, and closed borders. Later theology asks how to speak of God after Auschwitz; causal history must locate the crime in human institutions and choices.

Debate

Was annihilation a fixed blueprint set by Hitler early, or the result of cumulative radicalization during war?
Intentionalist scholarship stresses Hitler's worldview, long-standing annihilatory rhetoric, and central orders as decisive direction for escalation.
Functionalist and process histories emphasize agency competition, failed expulsion schemes, growing occupied populations, and wartime opportunities, with the specific Final Solution emerging around 1941.

The approaches are compatible: annihilatory antisemitism and leadership authorization set direction, while bureaucratic rivalry, military occupation, and local initiative shaped implementation. Denial is not a scholarly position; debate concerns timing and mechanism, not whether the genocide occurred.

Process

Emancipation turns community members into citizens

Emancipation brought rights while weakening communal courts. Schooling

Jewish identity became religious

  2. 02
Racial antisemitism and Zionism emerge

Citizenship did not end exclusion. Racial politics cast Jews as an internal enemy. Pogroms and Dreyfus strengthened Zionism

Debate moved from civic integration to territory

  3. 03
Holocaust

Nazi exclusion escalated under war and occupation into ghettos

Jewish sovereignty and Palestinian catastrophe emerged from the same process; neither can explain the conflict alone.

Debate

How should the Holocaust's relation to Israel's creation be understood?
One narrative treats statehood as direct compensation and inevitable consequence.
Another stresses decades of Zionist migration and institution-building before Nazism.
Palestinian narratives stress that local Arabs bore the cost of a European crime.

The Holocaust transformed support
